Nevada County was the first rural California county to have a local city ordinance passed requiring a tobacco retail license. The cities of Nevada City (first in the state!) and Grass Valley require merchants to obtain a tobacco retail license and pay an annual fee to the City.
Area youth received training in how to conduct a youth-purchase survey, attempting to purchase tobacco products from local retailers. In 2007, prior to Grass Valley's Tobacco Retail Licensing, 7% of merchants in the incorporated area of the city sold tobacco to these minor youth. Also in 2007, 33% of merchants in the Town of Truckee made illegal sales.
