Nevada County Supervisor Dan Miller Op-Ed

Nevada County is now in Phase 2 of reopening of its economy, which allows some businesses to open if certain guidelines are followed. Until the State initiates Phase 3, other businesses must remain closed for now.

In a recent Op-Ed, Supervisor Miller discusses how it has been a dark time for local retailers, restaurants, and personal services such as salons and gyms, and how they have suffered huge financial hits during the shutdown. He further discusses the reopening of local businesses and how the community can help safely support them.

Reopen Plan

Nevada County Public Health Updates Reopen Nevada County Plan

Nevada County Public Health has updated the Reopen Nevada County plan to include hair salons, barber shops, and religious services after the California Department of Public Health announced that counties, including Nevada County, that have attested to meeting the criteria for accelerated re-opening may re-open hair salons and barbershops with modifications such as mandatory face coverings for both barbers or stylists and clients. 

The State also announced that places of worship, such as churches, may resume religious services with modifications and limited capacity (25% of building capacity or a maximum of 100 attendees, whichever is lower), and local health officer approval. The Nevada County Public Health Officer, Dr. Ken Cutler, has approved religious services to begin with these precautions in place.

Relief Fund

Nevada County Relief Fund Announces $210,000 in First-Round Grant Awards

The Nevada County Relief Fund has announced the first round of grant awards, totaling $210,000 boosting eight “safety-net” nonprofits in western Nevada County, who are providing a life line to our neighbors most in need, and twenty-eight small businesses from throughout the county  heavily impacted by COVID-19.  

The Fund was established in April with a $100,000 “challenge grant” from the Nevada County Board of Supervisors. Since then, it has gained traction as a reliable way to give back to our unique small businesses and nonprofits that have been stretched to meet extreme community needs.

Rental Order

Nevada County Public Health Officer Issues Revised Short-Term Rental Order

The revised Nevada County Order clarifies that short-term lodging facilities may be rented for stage 2 business travel as well as essential service workers and for isolated housing for COVID impacted persons. This revised Order defines short-term lodging to include campgrounds and RV parks as well as hotels, motels and rented homes or condos. Stage 2 has expanded what industries are permitted to operate, allowing for “lower-risk” workplaces to open after taking precautions to protect their employees and customers. Stage 2 does not include travel or lodging for leisure or tourism.

“We are fortunate that we met the criteria to advance through Stage 2 and can now allow for certain businesses to open sooner than they would if they had to move at the pace of the State as a whole, but this should not be viewed as an indication that we are now risk-free,” said Jill Blake, Public Health Director. “In fact, there is a greater responsibility on businesses and customers to work to reduce the risk of disease transmission as we reopen Stage 2 businesses in Nevada County.”

Board of Supervisors Public Meeting on June 2nd and 3rd 

Pursuant to Governor Gavin Newsom's Executive Order pertaining to the convening of public meetings in response to the COVID-19 pandemic, the County of Nevada hereby provides notice that it will hold its regularly scheduled meeting of the Board of Supervisors by remote. The Board of Supervisors will attend the meeting and participate to the same extent as if they were present.

First the Board will hold a public hearing for the purpose of hearing written and oral comments from the public concerning the proposed Final Budget for Fiscal Year 2020/2021, totaling
approximately $266,002,423. The Board will then consider a Motion of intent to adopt budgets remaining on the consent list and then discuss budgets pulled from the consent list.

Then at 10:30 a.m. the Board will hold a Public hearing to consider oral and written comments concerning the proposed Fiscal Year 2020/2021 budgets for Zones 1-12 totaling $10,302,937. The board will then consider a Motion of intent to adopt the Nevada County Sanitation District No. 1 budget.

Afterwards at 10:45 a.m. the Boad will hold Public hearings to consider and establish revised Fee Schedules for the Nevada County Animal Control & Shelter, Library, Sheriff, and Treasurer-Tax Collector departments. The board will then vote on a Resolution to adopt the revised Fee Schedules. And consider a Motion of intent to adopt the Nevada County Animal Control and Shelter, Library,
Sheriff, and Treasurer-Tax Collector budgets.

Finally, the Board will consider a Resolution authorizing the Building Department to maintain the current fee schedule for Fiscal Year 2020-21 and then vote on an intent to adopt the Nevada County Building Department budget.
 
Then, if needed, the Board will hold a continuation public hearing on June 3rd for the purpose of hearing written and oral comments from the public concerning the proposed Final Budget for Fiscal Year 2020-2021.

Ready, Set, Go! Wildfire Safety & Emergency Preparedness Handbooks Mailed to County Residents

The 2020 Ready, Set, Go! Handbook will arrive in mailboxes across Nevada County this week.
Created by the Nevada County Office of Emergency Services in collaboration with partner agencies, the guide serves as a tool for wildfire safety and emergency preparedness. The resources provided, that range from defensible space guidance to Go Bag checklists, have been compiled through the collaborative efforts of County officials, local and state agencies, first responders, nonprofits, and community leaders.

New this year, the handbook includes information on 10 Tips for Finding Insurance, Generator Safety, and the hi-lo siren, the European alarm utilized by local law enforcement to signal an imminent threat and the need to evacuate immediately. The handbook also includes contact information for 6 local organizations participating in the Listos California campaign to help individuals, families, and communities prepare for disaster.

FREE Green Waste Disposal Opportunities in Western & Eastern Nevada County

Grant funding from the Northern Sierra Air Quality Management District (NSAQMD) expands free residential green waste disposal opportunities throughout Nevada County. The Office of Emergency Services is partnering with the Fire Safe Council, 211 Connecting Point, Town of Truckee, Truckee Fire Protection District, and Keep Truckee Green to make this possible.

Western Nevada County Green Waste Disposal days are on Sundays, Mondays, and Tuesdays in Penn Valley, Grass Valley, and Alta Sierra through June 27th,  from 9am-3pm.

Eastern Nevada County Green Waste Disposal days will be at the Truckee Rodeo Grounds on June 19th and June 26th, from 8am-2pm.

Free mulch is available on Fridays and Saturdays, from 9am-3pm through June 27th at the Penn Valley Rodeo Grounds, 10513 Spenceville Rd, Grass Valley, CA
and the Rise Gold Site, 12625 Brunswick Rd, Grass Valley, CA.

Staff will be on hand to mechanically load mulch into vehicles and trailers. There is no limit to how many yards of material may be collected.

Clerk-Recorder’s Office Will Open Counter Service for Marriages to Couples Who Make an Appointment

Due to COVID-19, the Nevada County Clerk-Recorder's Office will issue marriage licenses, ceremonies, and marriage deputization by appointment only, effective June 1st, 2020. Applicants will need to fill out the Name Equality Act of 2007 form, complete an online application, and send an email to the Clerk-Recorder's Office requesting an appointment. Appointment times are between 9am-12pm and 1pm-4pm on Monday, Wednesday, and Friday.

Nevada County Transit Services Will Provide Fare Free Service Through June 30th, 2020

As the community navigates the current Coronavirus (COVID-19) situation, Nevada County Transit Services is continuing to provide services while implementing best practices to slow the spread of coronavirus. To make transit easily accessible to those who need it, Nevada County Transit will extend the current fare free service on both Gold Country Stage fixed route and Gold Country Lift paratransit services through June 30th, 2020. This opportunity is funded by a Low Carbon Transit Operations Program (LCTOP) grant.

Passengers are encouraged to follow the CDC-recommended precautions to prevent the spread of illnesses while onboard public transit.

Nevada County Superior Court Seeks Volunteers For the 2020-2021
Grand Jury

The Superior Court of California, County of Nevada is seeking applications from Nevada County citizens interested in an opportunity to serve on the 2020-2021 Grand Jury. The Grand Jury’s one-year term begins on July 1st, 2020 and ends on June 30th, 2021. In order to meet the minimum qualifications for service on the Grand Jury, applicants must be United States citizens who are 18 years of age or older and who have resided in Nevada County for a minimum of one year immediately prior to becoming a grand juror. Service on the Grand Jury requires a substantial investment of time, usually 40-50 hours per month.

Dr. Ken Cutler, Nevada County Public Health Officer, Announces His Planned Retirement Beginning July 2020

Nevada County’s Public Health Officer, Dr. Ken Cutler, is announcing his planned retirement beginning in July. While Dr. Cutler has been anticipating his retirement in the Spring since last year, he has stayed with Nevada County and extended his contract until a thoughtful and successful recruitment for a new Public Health Officer could take place. During the current coronavirus pandemic, Dr. Cutler has built a framework for Nevada County to successfully move forward into reopening along with the State guidelines.

Since beginning as Nevada County’s Public Health Officer in 2013, Dr. Ken Cutler has overseen measles outbreaks, a Pertussis outbreak, an E. Coli outbreak, and the current COVID-19 outbreak. “Dr. Cutler has provided incredible leadership through challenging times,” said Health and Human Services Agency Director Ryan Gruver. “During the Novel Coronavirus pandemic Dr. Cutler has led the County’s efforts to ‘flatten the curve,’ both saving lives and paving the way for a safe and speedy recovery. We are grateful for his many years of service to the community.”

Public Health Officer

Nevada County is seeking applications for a Public Health Officer. The successful candidate will provide services and oversee communicable disease, clinic and emergency preparedness activities for County citizens, direct the work of combating and preventing the spread of contagious diseases, oversee the development and administration of emergency preparedness plans related to bioterrorism and pandemic flu and viruses, and provide clinical support and case management to clinic practitioners, public health nurses and related professional staff.
