Ryan Gruver: Honoring The Legacy of Our Grandparents

In recent days I’ve been thinking a lot about my grandmother, who is a resident of a memory care facility, and recently had her first dose of COVID-19 vaccine. Elderly residents of long-term care facilities have been among the hardest hit of this pandemic, and were therefore supposed to be among the very first to get the vaccine, and yet due to the delays of the beleaguered CDC Pharmacy Partnership, she only received her first dose last week.

I haven’t seen my grandmother since early 2020, before the pandemic hit. In recent years her memory has faded to the point that she no longer remembers me, nor even her four daughters. 
When she still possessed her memories, among them was enduring the frigid Midwestern winter in a small, drafty cabin as my grandfather went through basic training. World War II had ended, but not before taking the lives of 416,000 of my grandparents’ generation. They were on the tail end of a generation that made enormous sacrifice, paid with their lives to prevent bigotry and fascism from overwhelming democracy. 416,000 American lives lost, over the course of four years.

Over the next week, the United State’s COVID-19 deaths will likely eclipse that grim total in less than a year. Like the “Greatest Generation” we have made sacrifices.

OES Winter Tps

Nevada County OES Offers Free Sandbags and Winterizing Tips

Being Ready Nevada County means being ready for anything. Winter weather is here and the Nevada County Office of Emergency Services (OES) would like to remind residents that free sand and sandbags are available at four locations. 

Residents must bring their own shovel to fill the sandbags with sand. Sandbags are limited, so we request that residents only take what they plan to use for protection of their personal property.

County Supervisors Launch $250,000 Last-Mile Broadband Grant Program

Expediting access to the internet for all residents is the goal of the County of Nevada’s “Last-Mile Broadband Grant Program.” With the Board of Supervisors’ allocation of $250,000, County staff, working with the Sierra Business Council, seeks applications from internet service providers to support distance learning, remote working, and tele-medicine.

“Reliable internet access is critical to our economy. Getting the community connected is a full-court press. With this Last-Mile grant, the 800 new connections out in Peardale, and the new Distance Learning Center & Youth Hub connecting students to the internet at the Fairgrounds, we’re expanding service where it’s most needed,” said Board Chair Dan Miller.

Off Grid Solar

Nevada County CDA Adopts Off-Grid Solar Policy 

The Nevada County Building Department recently collaborated with the development community, Nevada County Contractors’ Association (NCCA), and several other community stakeholders in developing a comprehensive off-grid solar policy for residential, commercial and agricultural improvements. “The off-grid solar policy comes at a time when members of our community need additional options for improving their self-sufficiency and reducing the cost of building in rural locations. Off-grid solar system provide an equivalent source of power that has been in use for decades,” said Nick McBurney, Nevada County Senior Building Plans Examiner.
 
Six local solar contractors were involved in a series of meetings concerning the potential impact of various policy options and the results reflect their input and experiences. The policy clears the way for the installation of off-grid solar systems in suburban and rural areas without connecting to a commercial power source from PG&E, allows for off-grid solar systems on parcels that already have a PG&E electrical service, and includes detailed criteria for design and permitting.

Meet District 5 Supervisor Hardy Bullock

Hardy Bullock, Supervisor for Nevada County's Fifth District, is a lifelong resident of Nevada County and graduate of Nevada Union High School and the University of Nevada Reno. Hardy holds accreditation from the American Association of Airport Executives.

Hardy Bullock currently serves as the Director of Aviation and Community Services for the Truckee Tahoe Airport District. He is tasked with the safety, security, and efficiency of this regional non-hub airport. Hardy has spent the last thirteen years finding creative solutions to problems facing aviation. He is a multi-engine instrument rated pilot with nearly 2000 hours of flight time in various types of fixed wing aircraft, gliders and jets.

He serves with distinction on the National Business Aircraft Association as the Airports Safety Team Leader. Hardy is a frequent speaker at national events related to Aviation Emissions, Environmental Impact Reduction and Aeronautical Safety. Hardy has worked to promote the non-profit, community service sector with creation of a non-profit warehouse space that provides food and family services as well as organic food options for the Truckee North Tahoe Region.

Board of Supervisors January 26th Agenda Preview

Pursuant to Governor Gavin Newsom's Executive Order pertaining to the convening of public meetings in response to the COVID-19 pandemic, the County of Nevada hereby provides notice that it will hold its regularly scheduled meeting of the Board of Supervisors by remote. The Board of Supervisors will attend the meeting and participate to the same extent as if they were present. Tuesday's January 26th meeting starts at 9:00 a.m. Please refer to pages 6 and 7 of the agenda to find the ways you can provide public comment. Highlights on the agenda include but are not limited to the following. Visit the link below for the full agenda.

Following the consent calendar, the Board will consider a resolution approving and authorizing continuation of services for Great Plates Program between the County of Nevada and Various Vendors, for food service support to our Senior Community impacted by COVID-19.

At 10:30 a.m., the Board will have a public hearing to consider proposed increases to the Truckee Fire Protection District 2020/21 Capital and Mitigation Fees. Shortly after the Board will consider a resolution adopting Development Impact Mitigation Fees for the Truckee Fire Protection District.

Lastly, the Board will hear a presentation of Nevada County Employee Service Awards to 106 employees.

New Accessory Dwelling Unit Facts and FAQ's 

Accessory Dwelling Units, also called second units or "granny units", can be an extremely beneficial and affordable option to provide additional housing units on a residential property. 

The process to construct an Accessory Dwelling Unit can seem daunting and the information on how to get started can be hard to find. The Building Department and Planning Department have created two new informational pamphlets that provide information regarding Accessory Dwelling Units. One of the informational handouts is the "Fast Fact" informational sheet to provide a quick starter guide for exploring the basics of ADU rules, regulations, costs and fees. The second handout is called Frequently Asked Questions and is intended to provide more detailed information and answers for people who decide to pursue constructing an Accessory Dwelling Unit.

Wild and Scenic Workshop: Nevada County Cannabis in 2021 – Where Are We Now?

After California legalized personal and commercial cannabis cultivation in 2017, Nevada County chose to be a leader in the Yuba River watershed by crafting and passing a local ordinance approved in 2019. Then, like most of the state, Nevada County, the cannabis community, and the watershed were impacted by 2020 events – the COVID-19 pandemic, a local economic recession, and state wildfires. 

These impacts have highlighted the economic and social barriers to legalization. So where do we go from here? Director, Nevada County Cannabis Compliance Craig Griesbach will join a  panel of experts to discuss the future of cannabis in Nevada County. This is a free event that will take place on Saturday, January 23rd from from 1:00 p.m. to 2:00 p.m.

St. Paul Cemetery and Church Designated as Final Historical Landmark of 2020

The Nevada County Historical Landmarks Commission is pleased to announce the Nevada County
Board of Supervisors has designated the St. Paul Cemetery and Church a Historical Landmark on December 15th, 2020.

Nevada County is very fortunate to have many interesting and historic cemeteries within its boundaries. The St. Paul German Lutheran community was instrumental in founding and developing the Chicago Park area. The St. Paul Church building was dedicated in 1904 but, sadly, was destroyed by fire in 1971. However, the cemetery is still in use and contains the graves of many Chicago Park pioneer families, including the prominent Bierwagon family. This gem is located on Highway 174 in Chicago Park next to the Chicago Park Fire Station. The Commission can recommend this as a lovely outing where social distancing can be easily practiced.
