File a California Public Utility Commission ComplaintThe recent winter storms caused record damage to local infrastructure, and although power has been restored, many Nevada County residents are still without internet or phone connectivity. Although Nevada County does not have oversight of local telecommunications and utility providers, we have been working closely with the California Public Utility Commission (CPUC) to elevate the ongoing connectivity issues Nevada County residents are experiencing. The CPUC is a state agency that helps Californians receive safe, clean, and affordable utility services.
Residents who continue to experience outage issues or other utility concerns after contacting their utility provider should submit a complaint with the CPUC’s online form.

Proposed Pines to Mines Trail Seeking Public InputThe Tahoe National Forest is seeking public input on its proposed Pines to Mines trail project.
The proposed Pines to Mines multi-use trail would run 68 miles in length and would connect Nevada City to Truckee, California. It would include existing Forest Service network trails and would involve some new trail construction. A detailed project proposal, draft proposed action, and accompanying maps are available on the Tahoe National Forest’s website. Parties interested in submitting input can do so online before February 25th.

District II Supervisor Scofield: February UpdateThe two biggest topics on my desk currently are green waste and broadband. If you live in Alta Sierra and neighborhoods or any elevation higher, you know personally why green waste is of great concern. The storm that ushered in the new year was devastating. I personally lost three trees with one taking a portion of my deck. Carol and I consider ourselves fortunate since we know of residents now living in hotels due to storm damage leaving their homes unlivable. Clean-up has begun, and I’m amazed at how much has already been removed from our roadways and residences. However, we know there is a tremendous amount of debris remaining on public and private properties with an urgency of removing it before the start of our fire season. Nevada County is contracting with the Fire Safe Council to offer free storm-related green waste disposal to Nevada County residents for three extended weekends this spring. This disposal program is designed to help homeowners address the storm debris, like tree trunks and branches, on their properties in advance of fire season.

Board of Supervisors February 8th Agenda PreviewPursuant to Governor Gavin Newsom's Executive Order pertaining to the convening of public meetings in response to the COVID-19 pandemic, the County of Nevada will hold its regularly scheduled meeting of the Board of Supervisors from inside the Board Chambers. The Tuesday, February 8th meeting starts at 9:00 a.m. in the Board Chambers. Members of the public can provide general public comment or comment on items on the agenda by emailing BOS.PublicComment@co.nevada.ca.us or by using the Board’s eComment system. At the beginning of the meeting, Supervisors will hear two community presentations and consider Resolutions proclaiming March 2022 as “Youth Art Month” and February 2022 as “Grand Jury Awareness Month” in Nevada County.
At 10:30 a.m., following public comment for items not on the agenda and the consent calendar, Supervisors will consider two Resolutions adopting their 2022 Board Objectives; and their 2022 Vision, Mission, and Value Statements and Core Services definition for Nevada County. Then, they will approve their 2022 Order and Decorum of Board Business and the proposed 2022/23 Budget Schedule and Policies.
Then, Supervisors will consider a Resolution for the River Fire Tree Removal Safety Project and two Resolutions approving contracts for snow and vegetation removal and green waste processing in response to the recent winter storms.
At 1:30 p.m., Supervisors will consider two amendments to Nevada County Code regarding Solid Waste compliance with SB1383. Then, they will consider a Resolution updating the Nevada County Green Procurement and Sustainable Practices Policy.
Lastly, Supervisors will consider four Resolutions to accept Emergency Management Performance Grants (EMPG) and Homeland Security Grant Program (HSGP) funding for disaster preparedness and response, and authorize County departments to continue applying for HSPG and EMPG grants through CalOES.

Nevada County Community Corrections Partnership SurveyThe State of California enacted historic criminal justice system changes in 2011 by passing what is commonly called Public Safety Realignment (i.e., AB 109 and AB 117). As a result, in the first six months of Realignment, over 38,000 individuals who would have been supervised by the State in prisons or on parole prior to these changes were instead being supervised and housed in jails by local county probation and sheriff departments. To respond to these changes, localities have created collaborative decision-making bodies known as Community Corrections Partnerships (CCPs), chaired by the county Probation Chief. This year’s grant opportunities have been rooted in several of the aspirational areas identified in the CAC’s strategic framework, including increased capacity building for local arts agencies, general operating support, multi-year grant opportunities, geographic equity, small organization prioritization, and funding for individual artists.
Cycle A grant programs are now accepting applications. Applicants must be nonprofit organizations, units of municipal or county government (which also includes California Native American or Indigenous tribal governments), or eligible organizations with a California-based, nonprofit fiscal sponsor; all activities and organizations (including fiscal sponsors) must be based in California; and all applicant organizations, including fiscal sponsors, must have at least a 2-year history of arts programming in California.

Caltrans Seeks Community Feedback on Proposed SR-49 ProjectsCaltrans District 3 is once again soliciting valuable feedback from community members on proposed projects to improve travel on the State Route 49 (SR-49) corridor between Auburn and Grass Valley through February 15th. Caltrans has been working to develop the SR-49 Comprehensive Multimodal Corridor Plan (CMCP) in coordination with corridor partners, including local governments, community groups and transportation planning agencies in Placer and Nevada counties since September 2020.
Survey feedback from community members and local stakeholders gathered in September 2021 has assisted Caltrans in developing a list of more than 30 proposed highway improvement projects for the corridor such as new turn lanes, sidewalk segments, truck climbing lanes, median concrete barriers or additional highway lanes. The proposed projects along the 25-mile corridor are aimed at reducing greenhouse gas emissions and improving livability in the community through operational improvements, technological advancements and increased multimodal options such as bike and pedestrian facilities, local and express bus routes, and passenger and freight rail.

Caltrans: Full Closure of State Highway 174 Scheduled for Tree Removal WorkCaltrans is alerting motorists that a section of State Route 174 (SR-174) is scheduled to be closed in both directions this weekend for emergency tree removal operations. After record-breaking snow storms in December coupled with high mountain winds, Caltrans initiated a $3.7 million emergency contract with Tyrrell Resources, Inc. of Truckee to remove hazardous trees along several Sierra highways to maintain the safety and reliability of the roadways.
The SR-174 closure is scheduled from 7 a.m. to 5 p.m. Saturday, Feb. 5, and Sunday, Feb. 6 between Race Street and Empire Mine Road. Message boards will alert motorists of the closures and to seek alternate routes. The full closure is required in order to place a crane on the highway to assist with the removals.
