Beginning July 13th, this newsletter will arrive in your inbox on Thursdays instead of Fridays. What started as a weekly memo to the Board of Supervisors has grown into a full-fledged publication where we share news on some of the most important topics facing our community. 

We want Nevada County News to be your one-stop shop for information on County programs and services, upcoming meetings and events, and community news. Nevada County Added to Presidential FEMA Individual Assistance Declaration

Nevada County has been added to the Presidential FEMA Individual Assistance Declaration for the February 2023 Winter Storms. This makes individual residents eligible for FEMA funding and programming.

Nevada County will host local assistance centers where residents can ask questions and learn about the different disaster recovery programs. Dates and times will be announced July 11th.

Truckee Library Services and Programs Temporarily Relocate to WorkSpace

The Truckee Library building will close from July 17th through mid-October for updates. Library services and programming will remain available at the Truckee Library WorkSpace, the Joseph Government Center, Truckee Regional Park, and other community locations. The building is getting new paint, flooring, furniture, and needed upgrades to the County-owned facility, which opened to the public in 1976.

Public Health Department Offers Opioid Overdose Prevention Training in Spanish

Nevada County Public Health and the Know Overdose Nevada County campaign are hosting a free Spanish opioid overdose prevention training in Truckee on Wednesday, July 12th from 6:00 to 8:00 pm at Sierra Community House in Truckee (11695 Donner Pass Road) or via Zoom. Childcare and food and beverages will be provided.

Geotechnical Assessments of Donner Pass Road Rock Fall Underway

A portion of Donner Pass Road (Old HWY 40, approximately one mile west of Donner Lake) remains closed through the end of July 2023 to traffic, including recreational activities, due to potentially unsafe rock fall.

Following a 40-ton rock mass that fell into the roadway earlier this month, Nevada County Public Works found that additional rock masses in the area were also shifting. Geotechnical experts NV5 and Woodard Geotechnical Services confirmed the safety risks that prompted the continued road closure by identifying new fractures and evidence of recent movement in the rock mass. Geotechnical assessments on the potential for additional rock fall are underway as they analyze options to stabilize the slope.

Funding Awarded for Improvements on State Route 49

On June 28th the California Transportation Commission (CTC) awarded the Nevada County Transportation Commission $14.6 million of Trade Corridor Enhancement Program (TCEP) funding for southbound improvements on the State Route 49 corridor between the McKnight Way Interchange and La Barr Meadows Road. The SR 49 Corridor Improvement Project - Phase 2 includes the construction of a southbound truck climbing lane, eliminating the southbound lane drop/merge point south of the McKnight Way Interchange, and construction of a new entrance on SR 49 to the new Nevada County Transit Operations Center.

The total construction cost for the SR 49 Corridor Improvement Project – Phase 2 southbound improvements is $19 million, which is comprised of the $14.6 million of TCEP funding and $4.4 million of matching funding.

County Roadwork Update

Summer is roadwork season, and our Department of Public Works is making good progress on repairs and resurfacing as part of the 2023 Road Rehab Project.

Paving and surfacing is now complete on Dog Bar Road between Alta Sierra Drive and Mount Olive Road, Dog Bar Road between Morning Sun Lane and Magnolia Road, Carrie Drive between Gary Way and Dog Bar Road, Bobcat Court, and Cougar Court in Grass Valley and Gold Country Drive in Penn Valley. Our contractor will be returning to Dog Bar Road, Magnolia Road, and Carrie Drive to stripe and add reflectors to the roadway.

One-Way Traffic Control Extended on State Route 20

Caltrans is alerting motorists of additional delays along State Route 20 (SR-20) in Nevada County as construction moves forward with the Omega Curves Project. One-way traffic control will go into effect at Lowell Hill 24 hours, seven days a week starting Monday, July 10th with delays up to 20 minutes.

Board of Supervisors Seal

July 11th Board of Supervisors Meeting Preview

The Tuesday, July 11th meeting starts at 9:00 am at the Eric Rood Administrative Center in the Board Chambers.

Members of the public can provide general public comments or comment on items on the agenda by attending the meeting in person, emailing BOS.PublicComment@nevadacountyca.gov, calling 530-270-3474, or by using the Board’s eComment system. Please submit written comments before 4:00 pm on Monday, July 10th, to provide time for the Board members to read them and for your comments to become part of the public record. Find additional ways to provide public comment on page 12 of the agenda. Please visit the link below for the full agenda.

Following general public comment and adoption of the Consent Calendar, the Board will recess as the Nevada County Board of Supervisors and convene as the Board of Directors of the Nevada County Sanitation District No. 1 (NCDS#1). 

The Board will then hear general public comment regarding items under the jurisdiction of the NCDS#1 Board and consider the adoption of the Consent Calendar before adjourning the meeting and reconvening as the Nevada County Board of Supervisors.

The California State Association of Counties will then present a Challenge Award to the Nevada County Agricultural Department for the Nevada-Placer-Yuba Disaster Livestock Access Program.

The Board will then consider a proclamation declaring the week of July 16 through 22, 2023 as Probation Services Week.

Following a Closed Session, the Board will consider a resolution confirming support and contributions in the approximate amount of $1,298,400 over the ten-year period of Fiscal Year 2018/19 through Fiscal Year 2027/28 to achieve the vision of a new Truckee Regional Library Facility in partnership with Friends of the Truckee Library and The Town of Truckee.

The Board will then present a Certificate of Recognition acknowledging the pivotal role that Sunne McPeak, President and CEO of the California Emerging Technology Fund, played in helping Nevada County develop and implement its broadband environmental impact report.

At 1:30, after a recess for lunch, the board will hold a public hearing to consider the Nevada County Planning Commission’s May 25, 2023 unanimous vote recommending the McDermott Rezone project.

The Board will then consider a resolution approving an amendment to the agreement between the County of Nevada and Sammie’s Friends for the provision of animal shelter management services.

The meeting will then be adjourned.

Our Broadband newsletter is issued several times a year and offers updates on efforts to expand high-speed internet, both for residents and for internet service providers.
 
This summer edition includes updates on an opportunity to help direct future broadband funding into Nevada County, advocating for internet service standards in California, federal broadband funding that has just been allocated to California, grants for last-mile broadband networks, financial assistance for low-income households to pay for internet service, and the state's effort to identify all organizations working to expand broadband (the DEEM tool).

Nevada County employs approximately 800 employees covering a full range of services and positions, from accountants to wastewater treatment system operators. Nevada County is seeking two Social Worker IVs to handle advanced and intensive case management for Child Welfare Services (CWS) clients. This position requires an in-depth understanding of family dynamics, mental health issues, substance abuse, domestic violence, and a working understanding of trauma and trauma-informed care. This position also requires initiative, determination, rigorous case management skills, and a passion to see children and families receive needed services to remain healthy and, hopefully, intact.
