County, Town, and Cities Collaborate for Regional Housing Discussion at Miners Foundry

A special joint meeting of local government agencies, including the County, will be held on Thurs., Oct. 30, 2025, from 1-5 p.m. at the Miners Foundry in Nevada City to address the region's pressing housing challenges and prepare for upcoming state housing mandates.  Participants include the Board of Supervisors, the Town of Truckee Town Council, City of Nevada City City Council, and City of Grass Valley City Council.

The meeting will feature presentations from California Department of Housing and Community Development (HCD) officials, including Senior Housing Policy Specialist Lisa Frank and Taylor Price, who will provide crucial guidance on state housing law implementation and preview the 7th cycle Regional Housing Needs Allocation (RHNA) requirements that will shape local housing policy for years to come.

The meeting will feature several topics, including:

  • State Housing Law Compliance: Understanding new requirements and implementation strategies
  • RHNA 7th Cycle Preparation: Analyzing projected housing targets and planning for compliance
  • Infrastructure Challenges: Addressing constraints including water, sewer, wildfire insurance, and construction costs
  • Workforce Housing Solutions: Exploring public-private partnerships and successful models from other communities
  • Innovative Approaches: Examining alternatives such as tiny homes, Geoships, SB10 opportunities, and adaptive reuse projects

Featured speakers include Tyler Barrington from Nevada County, who will lead discussions on housing element implementation challenges; Lynn Baumgartner from the Town of Truckee, presenting on workforce housing strategies; and Amy Kesler-Wolfson, showcasing local housing solutions currently in development.

The meeting acknowledges the particular challenges facing mountain communities, including wildfire risks, insurance availability, aging infrastructure, and the need to balance growth with environmental protection and community character.

Public participation is encouraged, with multiple ways to engage:

Written public comments can be submitted to publiccomment@nevadacityca.gov before 8 a.m. on Oct. 30, 2025, and there is dedicated public comment period during the beginning of the meeting and after the housing discussions toward the end of the meeting.
