Calling Design-Build Teams: Request for Proposals for Grass Valley Veterans Building Renovations

Nevada County is excited to announce the release of Phase 1 of the Request for Proposals (RFP No. 207335) for the Grass Valley Veterans Memorial Building Renovation Project, supported by the California Strategic Growth Council’s Community Resilience Centers (CRC) Program.

This is a unique opportunity for qualified Design-Build entities to lead the revitalization of an important community asset located at 255 S. Auburn Street, Grass Valley, CA. The project aims to enhance community resilience, expand emergency preparedness infrastructure, and improve access to vital services for Nevada County residents.

About the Project

Built in 1932, the 34,000 sq. ft. Veterans Memorial Building serves as a hub for veterans and public services. The renovation will include upgrades to:

  • Building shell and interiors
  • Mechanical, electrical, and plumbing systems
  • ADA accessibility
  • Site work
  • Equipment and furnishings

The building will be modernized to serve as a Community Resilience Center, providing shelter and resources during extreme weather events and emergencies, while supporting health, financial well-being, and community programming.

  • Final Questions Due: Jan. 7, 2026, by 5 p.m. (Pacific)
  • Proposal Submission Deadline: Jan. 21, 2026, by 5 p.m. (Pacific)
  • Evaluation Period: Jan. 22–28, 2026
  • Top Ranked Firms Announced: Feb. 11, 2026

Two-Phase Selection Process

Phase 1: Prequalification

Design-Build teams must submit a comprehensive Prequalification Questionnaire, including financials, team qualifications, and project experience. Only the top four-ranked teams will advance to Phase 2.

Phase 2: Technical Proposal

Prequalified teams will receive detailed project expectations and submit full proposals. The County will evaluate based on best value, adherence to design and performance criteria, and overall qualifications.
