NOTICE IS FURTHER GIVEN that the random alphabetical draw will commence at 950 Maidu Avenue on August 18, 2022 at 10:00 a.m.

NOTICE IS FURTHER GIVEN that official Nomination Petitions and Declarations of Candidacy for eligible candidates may be obtained from the Nevada County Elections Office at 950 Maidu Avenue in Nevada City, CA 95959, Monday through Friday from 8:00 a.m. to 5:00 p.m., excluding holidays, or the Truckee Town Clerk’s Office at 10183 Truckee Airport Road in Truckee, CA 96161, Monday through Friday from 8:00 a.m. to 12:00 p.m. and 1:00 p.m. to 5:00 p.m., excluding holidays. Candidates for the City of Grass Valley City Council and Town of Truckee Town Council must obtain and file their Nomination Petitions and Declarations of Candidacy with their respective City or Town Clerk and may contact the appropriate City or Town Clerk’s office for more information. Candidates for special districts may obtain more information by calling the Nevada County Elections Office at 530-265-1298 or 1-888-395-1298.

 NOTICE IS FURTHER GIVEN that candidate filing opens Monday, July 18, 2022, and will close Friday, August 12, 2022, after which time no Declarations of Candidacy may be accepted for filing. If an incumbent does not file their Declaration of Candidacy on or before August 12, 2022, the period for all non-incumbents to obtain and file Declarations of Candidacy will be extended to Wednesday, August 17, 2020 at 5:00 p.m.

 NOTICE IS FURTHER GIVEN that appointments to each elective office will be made pursuant to California Elections Code § 10515 in the event there are no nominees or an insufficient number of nominees for such office and a petition for an election is not filed within the time period prescribed by law.

 NOTICE IS FURTHER GIVEN that at the General Election the following statewide propositions will be put to a vote of qualified voters:

Allows Online and Mobile Sports Wagering. Initiative Constitutional Amendment and Statute.

Proposition 28 

Provides Additional Funding for Arts and Music Education in Public Schools. Initiative Statute.

Proposition 29 

Requires On-Site Licensed Medical Professional at Kidney Dialysis Clinics and Establishes Other State Requirements. Initiative Statute.

Proposition 30 

Provides Funding for Programs to Reduce Greenhouse Gas Emissions by Increasing Tax on Personal Income Over $2 Million. Initiative Statute.

Proposition 31 

Referendum Challenging a 2020 Law Prohibiting Retail Sale of Certain Flavored Tobacco Products.

 NOTICE IS FURTHER GIVEN that at the General Election the following measures will be put to a vote of qualified voters in the county:

 County of Nevada (Measure V)

 To maintain critical County of Nevada services with locally controlled funding that cannot be taken by the State, such as: wildfire prevention / emergency preparedness; reducing flammable brush countywide; improving evacuation routes to save lives; preventing illegal campfires; helping seniors / disabled residents maintain defensible space; enhancing emergency communications, early warning / 911 response; and for general government use; shall the County of Nevada measure establishing a ½¢ sales tax, providing $12,000,000 annually for ten years, with citizen oversight / audits, be adopted?

 Nevada City Historic Neighborhoods District Initiative. Shall an ordinance that amends the City’s General Plan and Zoning Code to establish an Historic Neighborhoods District be adopted?

Penn Valley Fire Protection District (Measure X)

Shall the Penn Valley Fire Protection District appropriation limit under Article XIIIB of the California Constitution be increased to allow expenditure of the dollars already collected for the purpose of providing fire protection and emergency medical services in the Penn Valley Fire Protection District for fiscal years 2023 through 2026? This measure would NOT increase taxes or impose a new tax. It would authorize expenditure of already approved taxes for FY 2023 through 2026.

 NOTICE IS FURTHER GIVEN that special districts and cities that want to consolidate their elections on the General Election ballot must deliver a notice of election listing the elective offices to be filled no later than 5:00 p.m. on July 6, 2022 and must file a request for consolidation no later than 5:00 p.m. on Friday, August 12, 2022. 

 NOTICE IS FURTHER GIVEN that proponents of local ballot measures to be submitted to voters who want to have the measure appear on the General Election ballot must deliver a notice of election listing the measure to be voted on no later than 5:00 p.m. on July 6, 2022 and must file a request for consolidation no later than 5:00 p.m. on Friday, August 12, 2022.

NOTICE IS FURTHER GIVEN that any written arguments for or against the measures to be submitted to the voters must be filed with the Nevada County Elections Office no later than 5:00 p.m. on Friday, August 19, 2022. Arguments must be signed and dated by the author(s) with a Statement of Accuracy (California Elections Code § 9600). Arguments shall not exceed 300 words.

 NOTICE IS FURTHER GIVEN that the Nevada County Elections Office shall send copies of the argument in favor of said measures to the author(s) of the argument against and copies of the argument against to the author(s) of the argument in favor. There will be a 10-day public examination period from Saturday, August 20, 2022 to Monday, August 29, 2022, during which a qualified voter of the jurisdiction may seek a writ of mandate or an injunction requiring the County Counsel’s Impartial Analysis, or the direct arguments be amended or deleted. 

 NOTICE IS FURTHER GIVEN that rebuttal arguments must be filed with the Nevada County Elections Office no later than 5:00 p.m. on Friday, August 26, 2020 with a Statement of Accuracy (California Elections Code § 9600). Rebuttals shall not exceed 250 words. There will be a 10-day public examination period from Saturday, August 27, 2022 to Tuesday, September 6, 2022, during which a qualified voter of the jurisdiction may seek a writ of mandate or an injunction requiring the rebuttal arguments to be amended or deleted.

 NOTICE IS FURTHER GIVEN that at the General Election the early voting period will begin on October 11, 2022. Vote centers will open on staggered schedules starting on October 29, 2022 and will offer in person voting from 8:00 a.m. to 5:00 p.m., including weekends. On Election Day, November 8, 2022, all vote centers will be open from 7:00 a.m. to 8:00 p.m.

 NOTICE IS FURTHER GIVEN that after the polls close on November 8, 2022, ballots will be tabulated at the Nevada County Elections Office. The election results from each vote center will be delivered to the Nevada County Elections Office after the last voter in line has voted.

 NOTICE IS FURTHER GIVEN that the Registrar of Voters hereby notifies all interested organizations that the verifying of signatures on Vote-By-Mail ballots cast for the General Election will commence on October 11, 2022 or at any time thereafter in the Nevada County Elections Office. On October 11, 2022 or at any time thereafter, the opening and processing of Vote-By-Mail ballots will commence. This process will continue until all election results are tabulated and the election is certified. Any member of the County Grand Jury, and any other interested organization, shall be permitted to observe and challenge the way the Vote-By-Mail ballots are handled, from the processing of ballot return envelopes through the opening, counting and disposition of the ballots.

 NOTICE IS FURTHER GIVEN that the canvass will commence on November 10, 2022 at the Nevada County Elections Office.

 NOTICE IS FURTHER GIVEN, in accordance with provisions of the Election Laws of the State of California, that on November 10, 2022 at 10:00 a.m., the Nevada County Elections Office will randomly select precincts for a manual tally of one percent of the precincts casting ballots at the November 8, 2022 General Election. This random selection of precincts will take place at the Nevada County Elections Office and is open to the public.

 NOTICE IS FURTHER GIVEN that on November 10, 2020 at 10:30 a.m. the Nevada County Elections office will begin a manual tally of one percent of the precincts casting ballots at the November 8, 2022 General Election. This manual tally is open to the public and shall continue daily (Saturdays, Sundays and Holidays excluded unless otherwise decided by the County Registrar of Voters) until completed.
