Unless there has been a timely request for citation review, the responsible party who is issued a citation and fine shall deposit the fine with the County within 21 days from the date of the citation. A responsible party who has a present financial inability to deposit the fine may make, in writing and under penalty of perjury, a hardship waiver request.
The request shall be made on a financial declaration form that is approved by the Community Development Agency Director. The Director's designee shall make a final determination whether to waive all or part of the deposit. The amount of deposit that is not waived shall be deposited within 15 days of the date of mailing of the decision on the hardship waiver request.
