Title 25 Limited-Density Owner-Built Rural Dwellings

Title 25 refers to a section of state housing regulations which allows owners in rural zones to bypass certain requirements such as mandatory solar system installation, fire sprinklers or engineered construction documents - as long as minimum health and safety standards are met. Owners are allowed to immediately rent out properties they build if desired.

Does my parcel qualify for this program?

To determine if your parcel qualifies for this program go to the myneighborhood mapping system

  1. Search for your parcel using your address or APN number. Click the Report link. 
  2. Note the zoning and general plan designations of your parcel. 
  3. Go to the layers tool and select the community boundaries layer. Note if your parcel is within a highlighted area or not. 
  4. View the final ordinance below and to to the definition of "rural". Compare your zoning, general plan and community boundaries designations. 
  5. Your zoning and general plan designations must match the ordinance. 
  6. If you parcel is in a community region and rural center your parcel does NOT qualify.
