About the Homeland Security Grant in Nevada County

Nevada County Office of Emergency Services (OES) serves as the Homeland Security Grant Program (HSGP) administrator for the Nevada County Operational Area. HSGP is a Federal grant passed through the State of California and the Nevada County Operational Area to public safety agencies within the County. HSGP grant funding aims to build capabilities to protect against, prevent, respond to, and recover from terrorist acts and other emergencies or disasters.

Grant Application & Selection Process

Public safety agencies within the Operational Area may submit projects annually for consideration for HSGP funding. Project funds are available under the following five categories: Planning, Organization, Equipment, Training, or Exercise. Requests must be for authorized equipment or activities; projects must meet National Priorities, State Goals, and match one or more Investment Justifications to be eligible. 

Nevada County County OES reviews submissions for eligibility before presenting projects to the Body of 5, Approval Authority - a body mandated by grant guidance comprised of the following five voting members: County Sheriff, County Fire Chief, Public Health Officer, Police Chief (selected by the City Police Chiefs), and Municipal Fire Chief (selected by the City Fire Chiefs).  

While there are no mandated criteria for how projects are selected, the Nevada County Operational Area Approval Authority prioritizes projects which bring substantial benefit to the entire Operational Area. Projects that address operational necessities, improve compliance with new State & Federal standards, build new regional capabilities, measurably improve existing capabilities, or create sustainable solutions are priorities. The Approval Authority will allocate grant funds to the submitted projects. As the amount requested may be several times the amount available, many projects cannot be funded or may only receive partial funding. 

CalOES awards HSGP grant funds in the Spring following the Approval Authority meeting, however projects may be accepted at other times pending available grant funding. Funds may not be expended before the receipt of an official award package. Grant funds cannot be used to supplant (replace) local funds for existing activities.

Environmental & Historic Preservation (EHP)  

The EHP Screening Memo and Review Process are required for any equipment item requiring fixed installation, ground disturbance, or structure modification. They are also required for all field-based training and exercise activities, all base radio/repeater projects, and some HazMat equipment. Depending on the scope and complexity of the project, EHPs may take up to a year to complete. Please check the Authorized Equipment List (AEL) to determine if your equipment might require an EHP Review.

Sole Source Request

A Request for Noncompetitive Procurement Authorization (or Sole Source) is required if equipment exceeds the purchasing amount requiring 3 quotes or for any trainings, which always require 3 quotes regardless of costs.

Training 

All training must include a feedback number from CalOES. Feedback numbers can be obtained through Nevada County Office of Emergency Services by emailing HSGP@NevadaCountyCa.gov.

Field-based training programs require an EHP and must be approved prior to moving forward with the training program. 

Exercises 

All exercises conducted with HSGP funds must be Homeland Security Exercise and Evaluation Program (HSEEP) compliant. For more information, please visit fema.gov/hseep

EHP Reviews must be completed for any Operations-Based exercises (does not apply to Discussion-Based exercises).
