Western Nevada County Regional Housing Trust Fund
The Western Nevada County Regional Housing Trust Fund (WNCRHTF) is a collaboration between The County of Nevada, the City of Grass Valley, and Nevada City for the development of affordable and workforce housing for the Nevada County region. Established in 2020 through Board Resolution 20-316, the Western Nevada County Regional Housing Trust Fund leverages Permanent Local Housing Allocation (PLHA), Local Housing Trust Fund (LHTF) funding, and other grant and local funding to progress housing development objectives.

Projects Approved for Funding or Under Construction
Lone Oak Senior Housing
Nevada County released a Request for Proposal (RFP) through the Western Nevada County Regional Housing Trust Fund (WNCRHTF) for rental housing development in January of 2023. In response to this RFP, Pacific West Communities submitted a proposal and the WNCRHTF awarded funding through Board Resolution 23-227 for development of 31 units of low-income senior housing. Through an RFP released in January of 2024, the project was selected to receive additional WNCRHTF funding, contingent upon Nevada County's successful grant application for 2024 Local Housing Trust Fund (LHTF) grant funding. Preliminary approvals for WNCRHTF projects were authorized through Board Resolution 24-121 and final contracts will be awarded once LHTF awards are known; applications for LHTF are due in September 2024 with awards announced in December 2024. The selected project, Lone Oak II, will be located in Penn Valley and is the second phase to the Lone Oak Senior Housing development, completed in March of 2021, that provides an initial 31 units of low-income housing to seniors.
Habitat for Humanity
Nevada County released a Request for Proposal (RFP) through the Western Nevada County Regional Housing Trust Fund (WNCRHTF) for owner occupied housing development in May of 2023. In response to this RFP, Habitat for Humanity submitted a proposal and the WNCRHTF awarded Permanent Local Housing Allocation (PLHA) funding for development of one owner-occupied home. Through an RFP released in January of 2024, the WNCRHTF selected Habitat for Humanity to construct an additional 4 homes for low-income owner-occupied residents, contingent upon Nevada County’s successful award of LHTF funding. Preliminary approvals for WNCRHTF projects were authorized through Board Resolution 24-121 and final contracts will be awarded once LHTF awards are known; applications for LHTF are due in September 2024 with awards announced in December 2024.
Projects Completed
Cashin’s Field
The Cashin’s Field project was approved by the Nevada City council in June of 2020, received funding through the Western Nevada County Regional Housing Trust Fund in July of 2020 through Board Resolution 21-116. The project was completed January of 2023. The project aims to create a community setting by providing the local workforce with 51 affordable long term apartments.
