Behavioral Health Services Act

The Behavioral Health Services Act (BHSA), also known as Proposition 63, was approved by voters in 2004 and imposes a 1% income tax on personal income in excess of $1 million. This tax brings in approximately 2 billion dollars per year to the state of California. BHSA addresses a broad continuum of prevention, early intervention and service needs to more effectively support the mental health system.
